Try some of the places here, especially the Administration for Industry and Commerce, and the Mediation Centre if you believe the money has been taken.

You can at least follow up on their business creditials with these places, and if necessary arrange some mediation.
I have not come across Nail product being targeted for this kind of scam before, so I wouldn't panic too much just yet. Assuming you are still in contact with the staff at this website I would keep cool, and keep being friendly...but perisistent as well as to the status of your order.
I have been told that the monomer that can be found in Chinese nail product is banned virtually everywhere else, this site doesn't explicitly say what is in their monomers, so that's not ideal either.
Paying by T/T, Money Order etc.. is not what you want to be doing. In the early stages of any business you should be protecting yourself as much as possible, and these payment methods offer you no recourse.
