Allow Filters to be Added at Any Position

This has been driving me absolutely nuts since day 1. I have maybe 100 filters, and each time I try to add a new one, it is placed at the very bottom of the list. I then have to move it up to the top or find similar filters so I can group them together....

It's a royal pain in the...knee. Yeah, knee.

Why not make it so that I can highlight a spot in the filter list and click Add New Filter and have it add it WHERE I'VE HIGHLIGHTED?

Please? PRETTY please? With sugar and whipped cream and a cherry?
