Allow non admin users to add to the Global Whitelist

I would like to be allow users access to the global white list so they can add people, also importing into the whitelist would be great

I agree. Users should have their own whitelists and blacklists. It would also be better to have address specific whitelists and blacklists. What one user blocks shouldn`t affect another.
